RPSL stands for Recruitment and Placement Services License is given to licensed recruiters and agents by the Directorate General of Shipping in India.
Recruitment & Placement Services Regulations issued by the Govt of India and implemented by the Indian Merchant Shipping Act, which provide a framework for the safety of Indian seafarers employed on Indian and foreign ships, together with essential guarantees of repatriation in the event of stranding or other requirements, even if the shipowner does not discharge the duty of repatriating the seafarers to the home port of the seaman.
A Recruitment & Placement Services License (RPSL) must be licensed by all RPS providers. They must renew their license when expired and undertake to send a monthly report to the Director-General of Shipping / Seamen’s Employment Offices, notifying the name of the seafarer, CDC No, the name of the ship and its flag that it has entered, the date of signing ON, the date of signing OFF and its arrival in India. Such data is sent on a monthly basis and the DGS maintains a database for the above information sent by the RPS providers.
Each RPS is issued with an RPSL number. A list of all registered RPSL is available on the DGS website and with us too.
You must check the RPSL List before joining a shipping company. If the company is not in the list of RPSL provided by the DG Shipping, Then your joining, and the sea time will not be considered.
This RPSL number is required to be mentioned on the letterhead of the company issuing a seafarer his Contract letter, Seatime certificate, and other official documents.
It is necessary for all seafarers to ensure that the manager / company / operator / ship owner he intends to enter is registered with the DGShipping and has a valid RPSL number.
The Directorate General of Shipping, India deals with implementation of shipping policy and legislation in order to ensure the security of life and ships at sea, prevention of marine pollution, promotion of maritime education in coordination with the International Maritime Organization, regulation of employment and welfare of seamen, development of coastal shipping, shipping increase, inspection and accreditation of merchant navy officers, supervision and Control of the allied offices under its administrative jurisdiction.

◆ To ensure consistency and records of agencies and their respective Principals: this will prevent crew from making records of false encounters and giving tests in India. False documents can be easily verified from company records because RPSL needs businesses to provide data about their clients and directors. Organizations keep a record of the crew and their certificates of jobs on the basis of which they can issue a letter of experience with which the seafarer can appear in India for examinations.
◆ Defining obligations and transparency for registered firms: the government wants to ensure that seafarers recruited by Indian companies are properly secured under the MLC (Maritime Labor Convention), CBA (Collective Bargaining Agreement), and IBF (International Bargaining Forum) regulations.If in the event of any wrongdoing by the Principals to the crew such as salary is not paid or any kind of bullying, then the government may hold accountable agencies approved by them and may take necessary action on such agencies. MMD (Marine Mercantile Department) operates over these agencies as a regulatory body, removing sub-graded agencies and non-professional agencies. Most shipping companies prefer and need only RPSL owner crew manning organizations in the global marketplace. The purpose behind the government’s actions is to protect crews and key interests and to help legitimate crew manning organizations in compliance with MLC, IBF and CBA regulations and rules.
RPSL license number has to be renewed after expiry in accordance with the DG shipping rules.
So even if a company is previously registered and it’s name appears in the RPSL List, it has to renew it to remain in that Listing.
