What is MEO CLASS 4 ?

Meo Class 4 is a first competency exam for assistant marine engineer officer/TME/Engine cadet.It’s conducted by DG Shipping through MMD (Marine Mercantile Department : a subset of DG Shipping).

MEO Class 4 Examination is a first exam on the ship’s engineering watch officer’s responsibilities. Meo stands for marine engineering /engineer officer. Meo Class 4 Exam is carried out by the government authorities.

In this examination, basic engineering knowledge, maintenance approach and analytical skills will be tested.

This exam is dedicated for providing COC (Certificate of Competency) for 4th engineer rank. After this COC assures you for engineering watch on board ship.

In India, All COC examination is conducted as per META Manual of DG Shipping.

◆ Courses required For Meo Class 4

After On board sailing, candidates have to complete 04 (four ) Advanced Modular Courses.1.Medical First Aid (MFA)

2.Advanced Fire Fighting (AFF)

3.Proficiency in Survival
Craft and Rescue Boats (PSCRB)

4.Engine Room Simulator (ERS)

Meo Class Papers

MEO Class 4 examination consists of 2 parts :(Part A + Part B)

Part B is compulsory for all candidates, but
Part A is exempted for Graduated (GME/ME) candidates.

Part : B

Function 3,Function 4,Function 5,Function 6

(Total 10 Papers) : 6 written + 4 orals

Function 3:- Controlling Operations of ships & care for persons
on board

Function 4 :-Marine Engineering at Operational Level

Function 5:- Electronics and Control Engineering at
Operational Level

Function 6:- Maintenance & Repair at Operational Level


● Meo Class 4 Examination has 2 sections : (Written + Oral)

●MEO Class 4 examination has not detailed written papers. It is objective type written
examination.

●This written exam is computer based test (CBT)

●50 Objective questions are asked in each subject

●There are 6 papers in written and 4 papers/subjects for oral exam

●Actually, Oral examination is as per functions (3, 4, 5 and 6)

●But for written exam, function 3 is split into two subjects : (Ship Construction and Stability +
Safety)

●Function 4 is also split into two subjects : (Marine Engineering Knowledge-Motor + Marine Engineering Knowledge-General)

●In this way there are total 6 papers for written examination and 4 papers for oral
examination

4.Educational Qualification. (SSC, HSC, All Semester Marksheet, Degree & Convocation Certificate)

6.Course approval of the Institute for Pre Sea Course / 4 year Marine Engineering Degree (DGS website Directorate General of Shipping —->Maritime Training —–> Approved Training Institutes)

7.Valid Medical Fitness Certificate in ILO Form (DGS Approved Doctor)

8.STCW Course :-
i) Personal Survival Techniques

ii) Fire Prevention & Fire Fighting

iii) Elementary First Aid

iv) Personal Safety & Social Responsibility PST and FPFF Refresher courses (STCW 2010) are required if the course are more than 5 years old.

9. Certificate of Proficiency in Security Training For Seafarers with Designated Security Duties (STCW 2010)

10. Fees:

i) MEO Class IV Part A Exemption : Rs. 3050/- (Exemption Rs. 3000/- + Bank Charges if any)

ii) MEO Class IV Part A Examination : Total Rs. 4050/- (Assessment Rs. 3000/- + Exam Rs. 1000/- + Bank Charges if any)

11 CDC including relevant pages of sea service.

12 Passport (First & last page) (Copy of additional pages indicating any correction such as change of name / address if any).

13. Validity page of RPSL No. issued to the company. (DGS website Directorate General of Shipping)

14 Sea Service Testimonials. Indicating Sea Time and Propelling Days duly signed by Chief Engineer and Master of the Vessel.

15 Article of Agreement (Only for Indian Flag vessels above 200 GRT)

16 Engine Room Simulator Course. (Done after the required sailing)

17 STCW Courses:-

Original Sea Services letter issued by the Owner of the Vessel / RPSL Agent (Addressed to PO, MMD, Mumbai)2) Fees challan.

    I have EXN45 (part A exempt)
    Now i need to apply part B and i did advanced modular course but my basic course was did 5 years before. Should i need to do refresh course for PST and FPFF for apply class4 part B
